Motor vehicle crashes are the leading cause of death for children ages 13 and under. University Medical Center Foundation Volunteer Corps is working to increase the safety of child passengers in El Paso with monthly Car Seat Safety Clinics made possible by a grant from El Paso Health. During these clinics, certified Child Passenger Safety Technicians (CPST) evaluate the child’s car seat for safety and proper fit. If the car seat does not meet current safety guidelines, or if it is an incorrect car seat for the child’s age, NEWBORN EXAMINATION P roviders do not have to be enrolled as THSteps providers to bill newborn examination procedure codes 99460, 99461, or 99463. Newborn examinations that are billed with procedure code 99460, 99461, or 99463 may qualify as a THSteps medical checkup when all required components are completed according to the THSteps Periodicity Schedule and documented in the medical record. Providers must use their provider identifier without benefit code EP1 when billing newborn examination services. Note: In Texas, the mandated newborn hearing screening and newborn screening test is included as part of the in-hospital newborn exam. State-mandated newborn screening height, and weight, it is replaced with a new car seat free of charge. The clinics also provide important car seat safety education to the family, and instruct them on how to properly install their car seat. El Paso Health Car Seat Safety Clinics take place on a monthly basis and rotate locations between east, west, and central El Paso. THSteps newborn examinations update El Paso Health sponsors Car Seat Safety Clinics for critical congenital heart disease (CCHD) is offered by and performed in the birth facility in accordance with Health and Safety Code (HSC) § 33.011 and 25 TAC §§ 37.75–37.79. Providers billing these newborn codes are not required to be THSteps providers, but they must be enrolled as Medicaid providers. TMHP encourages SEE THE THSTEPS ONLINE EDUCATION MODULE “Newborn Hearing Screening” on the THSteps website at txhealthsteps.com for additional information about conducting a newborn hearing screen. THSteps enrollment for all Providers that offer a medical home for clients and provide them with medical checkups and immunizations. Physicians and hospital staff are encouraged to inform parents eligible for Medicaid that the next THSteps checkup on the periodicity schedule should be scheduled from discharge to five days of age and that regular checkups should be scheduled during the first year and after. 3 stay informed
