The American Medical Association states that “the health and wellbeing of patients depends on a collaborative effort between patient and physician in a mutually respectful alliance.” This includes patients fulfilling their responsibilities. El Paso Health ensures that our members are aware of their rights and responsibilities, which include but are not limited to the following: Rights for Medicaid members ■The right to respect, dignity, privacy, confidentiality, and nondiscrimination. ■The right to a reasonable opportunity to choose a health-care plan and Primary Care Provider. ■The right to timely access to care that does not have any communication or physical address barriers. Rights for CHIP members ■The right to get accurate, easy-tounderstand information to help in making good choices about children’s health plans, hospitals, doctors, and other Providers. ■The right to know how the health plan decides whether a service is covered or medically necessary. ■The right of female members to see an OB-GYN without a referral from their PCP. Rights for CHIP Perinate members ■The right to get accurate, easy-tounderstand information to help in making good choices about an unborn child’s health plans, hospitals, doctors, and other Providers. ■The right to know the names and addresses of the hospitals and other Perinate Providers in the health plan and to pick from a list of health-care Providers to care for an unborn child. ■The right to emergency Perinate services if the unborn child’s life could be in danger or lack of care could have serious results. Responsibilities for Medicaid members ■Learn and understand each right under the Medicaid program. ■Abide by the health plan’s and Medicaid’s policies and procedures. ■Share information about their health with their Primary Care Provider and learn about service and treatment options. Responsibilities of CHIP and CHIP Perinate members ■Be involved in the doctor’s decisions about treatments and work together with the health plan, doctors, and other Providers to pick the best treatment options. ■Keep appointments with doctors and arrive on time. ■Pay any copays that are due at the time services are received (CHIP only).
